RAPID CITY, S.D. – The City of Rapid City has extended the deadline for applications to serve on the board of directors for the newly formed Mount Rushmore Road Business Improvement District (BID).
The submission window now runs through 5 p.m. Monday, Aug. 25, after some applicants experienced difficulties with the initial process. City officials are asking anyone who already applied to resubmit their materials. Applications can be filed through the City’s online Citizen Interest Application portal.
The board will consist of five members, all of whom must be business or property owners within the district, which covers businesses and residences along Mount Rushmore Road. Members will be appointed by the mayor and confirmed by the Rapid City Common Council, with two serving two-year terms and three serving one-year terms.
Under city rules, a property owner eligible to serve may be:
- An officer or director of a corporation that owns property,
- A manager or member of a limited liability company that owns property,
- A partner in a partnership that owns property, or
- A designated representative of a property owner, appointed in writing.
The BID was created at the request of business and property owners along the corridor. For several years, the group organized and funded Christmas decorations through grant funding. With those grants no longer available, owners pushed for a district to sustain decorations and expand efforts to landscaping and year-round security improvements.
Once the board is appointed, it will draft bylaws, create an annual work schedule, and propose assessments to fund improvements. The plan would then go before the City Council and impacted property owners in a public hearing before final approval.
